Penelope Stilson, the head of the police department in Scent River, is accused of robbery. Penelope, of course, did nothing wrong, and now she must prove her innocence. During the search for the real criminal, a girl is discovered who looks exactly like Penelope and informs her that a certain gentleman has started a dangerous game, putting Penelope's life in jeopardy. There is only one clue: the girl has a strong Russian accent. Penelope and Ethan will have to embark on a risky journey to distant Russia to find and catch the criminal before he does something irreversible.
