Mr. Inoy Noll arrives in the city of Molch, not remembering his name or his past. The hero discovers that he is an agent of the Secret Chancellery and that he is here not by chance, but on a secret mission — to eliminate the leader of the revolutionary group "Children of the Lower City." Noll decides to act according to instructions, but the local bureaucrats and clergy are so repulsive that the agent begins to sympathize with the rebels.
