Board game - Chase. Police vs. Thief

A lucky criminal steals a very expensive car and hides with it in the underground parking of buildings. To intercept the thief and prevent him from leaving the city, 3 police helicopters take to the air. They patrol the intersections of the city and diligently search for traces of the missing car.

Who will be quicker? The thief or the police?

On the game board, 25 three-dimensional buildings are placed, which can be lifted to hide the stolen car inside. On their turn, the thief drives the car from the current hiding place to a neighboring building, leaving traces. The police players, at that moment, sit with their eyes closed and do not peek. Then it is the police's turn. They open their eyes and can perform one of 2 possible actions for each helicopter: move to a neighboring intersection or search one of the buildings closest to the helicopter.

All police players win if they find the stolen car within 11 rounds. The thief wins if he is not discovered during this time.
