"Locked Up"

The end of 1911. Stolypin is assassinated, and a new minister Makarov has taken charge of the Ministry of Internal Affairs. He immediately dislikes State Councillor Lykov. Makarov is a strict legalist, while the detective often breaks the law in the interest of the case. Moreover, Lykov has meddled in matters that don't concern him, wanting to open the government's eyes to the English plots aimed at choking the Maykop oil fields.
