After World War III, Japan was left in ruins, split into Eastern and Western parts.
In the ruins of the former capital - Toshima, a brutal and merciless "game" is taking place. The winner is promised immeasurable treasures and absolute power.
Besides... rivals willing to do anything for such a stake, there are many other dangers: enforcers of the "game" - punisher from the drug cartel "Whiskio", who kill anyone they deem a violator, and the lone wolf Shiki, whose motives are unclear, and whose katana shows no mercy.
The main character, Akira, goes to the city with the mission to defeat the king of the "game" - the legendary Il Re.
Will the experienced street fighter have enough strength in this underground world of death fights?
