In the spring of 1964, Bobby Bailey volunteers at the draft office, dreaming of forgetting his monstrous past and finding his place in the future. A completely lonely young man becomes the ideal candidate for a secret US government program — the successor to a macabre project to create mutants that Americans uncovered in Nazi Germany during World War II. It all begins with a fairly typical story about a government-created monster, but evolves into a sprawling epic narrative about the trauma, brutality, and pain that not just one generation of people has to endure after the devastating events of the war.
