In spring 1964, Bobby Bailey volunteers at the draft office, dreaming of forgetting his monstrous past and finding his place in the future. A completely lonely young man becomes the perfect candidate for a secret U.S. government program — a successor to the horrific project to create mutants that Americans discovered in Nazi Germany during World War II. It starts with a rather typical story of a government-created monster but develops into a grand epic narrative about the traumas, cruelty, and pain that multiple generations must endure after the destructive events of the war.
