In the presented monograph, Michael Jabara Karley reconstructs a comprehensive picture of international relations and diplomacy in the early 1930s. The research is based on extensive materials from Russian archives (the Archive of Foreign Policy of the Russian Federation, the Russian Archive of Social and Political History), as well as archives from France, Great Britain, and the CIIIA, discarding the traditional anti-Soviet stereotypes prevalent in Western historical science.
Examining international relations and diplomacy in the early 1930s, Karley concludes that the failure of Soviet diplomatic efforts aimed at creating a system of collective security was primarily linked to the positions of Western countries, which pursued narrow self-interested national interests and were not interested in equitable cooperation with the USSR. Karley confidently debunks one of the enduring myths of Western historiography that the establishment of a collective security system was objectively impossible due to the USSR's hidden desire to conspire with Hitler.
