The twenty-third century... The surviving population of the planet, reduced to a few million people after epidemics and civil wars, lives in a community divided by a protective screen into two worlds: the Heavens and the Underheavens, commonly referred to... as the bottom. The denizens of the Heavens, led by the usurper Supreme Ruler Val Low, have concentrated the planet's resources in their hands, including achievements of spiritual culture. The political system of the Heavens functions as a type of social state, providing citizens with everything necessary for life. Society lives in a paradigm of expediency and utility, moral principles are incomprehensible to many, including those with influential statuses.
Most of the inhabitants of the bottom are illiterate, and society is systematically degrading, spiritual life is primitive, and thinking is underdeveloped. The denizens of the Heavens hunt for mutants - a special type of people with creative abilities. But fate loves to change players on the field, and then the hunter may become the prey...
