The novel tells the story of the fate of a high-ranking Russian official with progressive beliefs, Sergey Yakovlevich Myshetsky (prototype - Prince Urusov), who in 1904 received the position of vice-governor in the Urensky Province (Semipalatinsk). It reveals a panorama of life in the Russian provinces at the beginning of the 20th century.
