Developing Card Game - Once Upon a Time in Ancient Novgorod

Developing card game for children. 
Game rules:
Shuffle the deck and deal 4 cards to each participant. Place the deck face down on the table. 
Each player examines their cards and groups them by sets. Each set contains 4 pictures. If a set... is fully collected, the participant places it in a separate pile. The goal of the player is to collect as many sets as possible.
Turns are taken in a clockwise direction. The youngest player starts. They ask any of their game partners for a card from the sets they have in hand. If the player being asked has the required card, they must give it up, and the first player continues asking questions. If the partner does not have the required card, the player draws a card from the deck, and the turn to ask questions passes to the next player. If a player has no cards left in hand, on their next turn they draw one card from the deck. The winner is the one who collects the most sets by the end of the game. 
The set contains 36 cards (9 sets).
