London, 1878. A mysterious crime has been committed on the Thames - the body of a young girl was found among rose petals in a boat drifting downstream. The deceased turns out to be the daughter of a well-known judge,... and the investigation is taken up by senior Scotland Yard inspector Michael Corravan. A former boxer and dock worker from the rundown East End of London, Corravan has good street instincts and agility in finding clues, but he is very surprised when exactly a week later a second woman is found dead in a boat, and then a third... Gradually, it becomes clear that the river murders may be connected to some terrible fact of injustice from the past, for which someone has sworn to take cruel revenge. Corravan must get to the bottom of the truth before London sinks into a state of panic and before the killer demands yet another innocent victim.
