Inspector Shin'ya Kogami, along with colleagues from the Third Division of the Investigative Department, continues to unravel the «Marking Case» and what seems to be an unimaginable crime for modern Japan.

The investigation leads to the special sanatorium «Kururi», where some outstanding figures of the past are kept in strict isolation.

However, entry to «Kururi» is closed even to enforcers of the law, and only an extraordinary incident allows the heroes to continue their investigation.
