Russian intelligence agent Stella Lay operates in Hong Kong. Across the ocean, in California, the father of her future child is involved in the development of an American surveillance program on citizens. Moscow is taking him into active development. More... dramatic events are unfolding in Boston. Tom Rockford has begun to notice some strange occurrences happening near his home.
