Russian intelligence agent Stella Lay operates in Hong Kong. Across the ocean, in California, the father of her future child is involved in the development of an American surveillance program on citizens. Moscow is taking him into active development. More dramatic events are unfolding in Boston. Tom Rockford has begun to notice some strange occurrences happening near his home. Unfamiliar cars with suspicious types inside have started appearing too often across the street.
