Khelm Fools and the Silly Carp

The head of the Khelm community, Gronam Vol, believed that eating the brain of a carp would increase wisdom. But what to do if the carp is silly and also malicious? How to punish the scoundrel carp? You can't hang it, as fish have no necks. There is no special prison for fish in Khelm either. And you can't give it to the dogs to eat, as Khelm dogs are smart and modest, and if they eat a silly carp, they will become silly themselves. It took the head of the community six months to deliver a fair verdict on the silly carp. And what a verdict it was! Even enemies were amazed by the wisdom of his decision.
