Since Arthur first visited the city of Mert, about two years have passed. He followed the rules he learned from his mentor Anya Volkova (book "The 23rd Rule"), tried to eat properly, and applied Protocol No. 8 (book "Protocol No. 8"). However, like everyone, Arthur sometimes struggled to cope with the antics of pendulums.
This time the main characters find themselves in Mert due to an unexpected incident: a rehearsal for a school concert turns into a portal to a magical city. There they find an envelope with a list of unusual habits, and at citywide meetings, they learn about the benefits of morning exercises, contrast showers, and energy workouts. Together with his friends, Arthur decides to help the residents maintain a healthy lifestyle by building a sports complex.
In the process, the heroes meet unexpected allies, encounter social parasites, and the games of pendulums. The city's caretaker shows Arthur how his decisions affect the future, helping him realize his power and responsibility.
This story is about magic, inner growth, the power of habits, and the choice that changes reality. In the end, Arthur overcomes his fear of public speaking, which helps him prepare for the school concert, and the fog takes the kids home once again.
